The Circular issues three National Technical Regulations, as below:
1. QCVN 31:2010/BTNMT: National technical regulation on environment for imported steel scrap
2. QCVN 32: 2010/BTNMT: National technical regulation on environment for imported plastic scrap
3. QCVN 33: 2010/BTNMT: National technical regulation on environment for imported paper scrap
The Circular takes effective since April , 2011
