This Circular prescribes the requirements and procedures for the recognition of laboratories under the mutual recognition agreements (abbreviated in English as MRA) on conformity assessment for telecommunications and information technology products to serve the quality management of products, goods in telecommunications and information technology according to the current regulations of Vietnam. It also provides for the management after recognition for the recognized laboratory.

It applies to the laboratories (of other countries or other territories) operating in the field of telecommunications and information technology; and conformity assessment agencies in the field of information and communications under the current regulations of Vietnam.

To be recognized under the mutual recognition agreements on conformity assessment for products of telecommunications and information technology, laboratories must meet the following requirements:

1. To be designated by the MRA participant to be qualified and recommended to be recognized by the Ministry of Information and Communications.

2. To be recognized the compliance with ISO / IEC 17025 - "General requirements for the capacity of calibration and testing laboratories" to the extent consistent with the scope of the recognition proposal. Where there are subcontractors, the subcontractors must be also recognized by the Ministry of Information and Communications.

3. The scope of recognition registration of laboratories being consistent with the scope of mutual recognition agreement on conformity assessment that has been agreed by Vietnam (represented by the Ministry of Information and Communications) and the related MRA participant.

This Circular takes effect from February 16, 2015.
