Circular No. 07/2017/TT-BCT regulates the import border gates for some fertilizers.
Following fertilizers shall only be imported through international and main border gates:
Item code 3102.10.00: Urea, in or not in aqueous solution
Item code 3105.20.00: Mineral or chemical fertilizers containing nitrogen, phosphorous and potassium
The import through auxliary border gates and openings are allowed only after being approved by the Provincial People’s Committee on the basis of an agreement with the Ministry of Industry and Trade.
This Circular is effective from July 13, 2017 and abrogates Circular No. 35/2014/TT-BCT dated October 15, 2014 of the Ministry of Industry and Trade stipulating the automatic import licensing regime for a number of fertilizers.
