Circular No. 41/2013/TT-BGTVT provides for the inspection of quality and technical safety of electric bikes both domestically assembled and imported.

The Circular applies to the organizations and individuals relating to the manufacture, assembly, import, trading, inspection, testing, control, and certification of quality and technical safety of electric bikes.

As specified at the Circular, requirements for technical safety and testing method are clarified at the National Technical Regulation for Electric Bikes, or QCVN 68:2013/BGTVT.

The inspection on the quality of locally assembled electric bikes is based upon the assessment of quality conducted at the production base.

Meanwhile, the quality of imported bikes can be determined by generally inspecting the identity of the batch; applying the method of random test; checking sample bike identification; and so on.

Attached to the Circular are appendices as follows:

• Appendix 1: Technical specifications of electric bikes;
• Appendix 2: Request for quality inspection of imported electric bikes;
• Appendix 3a: Certificate for assembled electric bikes;
• Appendix 3b: Certificate of quality conformity for imported electric bikes;
• Appendix 3c: Notice on non-conformity of quality for imported electric bikes; and
• Appendix 4: Quality conformity stamps.

This Circular comes into effect since January 1, 2014.
