The General Department of Vietnam Customs officially deployed the electronic tax payment and Customs clearance project 24/7

VCN – From the beginning of November 2017, the Customs shall pilot the exchange of information and expand nationwide the electronic tax payment through banks and Customs clearance project 24 hours/7days.

This is regulated in Decision 2082/QD-TCHQ signed by Deputy Director General of Vietnam Customs Nguyen Duong Thai on June 21st, 2017 approving the project of "Electronic tax payment through banks and Customs clearance 24/7". This is a key project of the General Department of Vietnam Customs in 2017 to support businesses for tax payment at the Customs e-Payment Portal (24/7). This means that the Customs will directly support the businesses in making the tax payment document from the original data to minimize errors in the remittance procedures.

It is acknowledged that the targets of the project are to facilitate taxpayers at anytime, anywhere, by any device, minimize the payment in cash and ensure payment information to be liquidated in a timely fashion and accurately and reduce tax payment time. At the same time, clearing goods immediately after the Tax payment, thereby reducing the time to complete Customs procedures for exported and exported goods of enterprises to the average level of ASEAN-4 countries under the direction of the Government.

The project also allows taxpayers to directly make tax payment declaration at the Customs e-Payment Portal at anytime, anywhere and any device connected to the Internet. Customs will clear goods after receiving confirmation for successful tax payment from the banks.

According to the representative of the Export-Import Duty Department, the Department is in charge of developing this project, the Customs has implemented the electronic tax payment through the banks and Customs clearance 24/7 to overcome the obstacles in electronic tax payment in the recent time. Simplifying administrative procedures and reducing Customs clearance time, time and costs for Customs and businesses. Facilitating taxpayers and contributing to reducing the time to complete the Customs procedures for exports, imports of businesses.

This implementation of this project will ensure that administrative procedures do not arise. The taxpayers will be supported a new method of tax payment. Thereby, the taxpayers can choose time, method and place of tax payment. There is no limit on the working time of commercial banks or they have Internet banking system or not.

Also, according to the analysis of representatives of the Import-Export Duty Department, this method will ensure the information of taxpayers, secure information in the process of the transaction on the system, overcome restrictions on payment information when exchanging one or more payment documents through inter-bank payment and overcome transaction time shortcomings of commercial banks.

Particularly for the Customs, they also ensure the safety in management and simplifying procedures of Tax payment and collection. Implementing deduct tax debts accurately after taxpayers paid taxes. Terminating wrong coercion and minimizing adjustment of documents.

For commercial banks coordinating on tax collection with the General Department of Vietnam Customs, this new method of tax collection will help the banks develop and improve payment services for customers, attract more potential customers, and limit incorrect information of the payment documents.

What will the taxpayer do?

According to the roadmap to implement the project, in July 2017, the taxpayers shall have to submit digital signature information to VNACCS; Register for authorized debit account for tax payment and customs clearance service 24/7; Register with the commercial bank where the account is opened and submit to the Customs in July 2017.
