Circular No. 26/2012/TT-BCN provides for the amendment and supplement of several articles of Circular No.23/2009/TT-BCT dated August 11, 2009 detailing a number of articles of the Government's Decree No. 39/2009/ND-CP dated April 23, 2009 on industrial explosives.

(Clause 3 of Article 1 of Circular 26/2012/TT-BCT is abrogated by Clause 2 of Article 9 of Circular 27/2016/TT-BCT).

Specifically, according to the Circular, the phrases “legitimate copy” and “certified copy” are substituted by either “copy” or “photocopy”. Some other amendments have been defined for procedures of granting certificate and license relating to industrial explosives.

Additionally, the form of licensing activities of industrial explosives, or Appendix 1 of this Circular, is used instead of Appendix 1 of Circular No. 23/2009/TT-BCT. The regulation of “directing appraisal technique” at Appendix 6 “Form of passport for open mine explosion” of Circular No. 23/2009/TT-BCT is abrogated. Concurrently, the form of passport for mine explosion of work shift, or Appendix 2 of this Circular, is added to Appendix 7 of Circular No. 23/2009/TT-BCT.

This Circular takes effect from November 5, 2012.
