The Ministry of Industry and Trade agreed to reduce the specialized inspections

VCN- Many legal documents of the Ministry of Industry and Trade need to be amended and supplemented on the revised specialized audit, but there are still many issues that need to be agreed. Therefore, leaders of the Ministry of Finance continue to propose to work with the Ministry of Industry and Trade.

Completing 9 of 10 tasks

Being one of 13 agencies having procedures related to specialized inspections requested by the Prime Minister to amend and supplement in order to achieve the objective of reducing the proportion of imported shipments subject to specialized inspections during the Customs clearance period from 30-35% down to 15%, the Ministry of Industry and Trade is assigned to study the amendment and supplement of 10 documents. Till now, the Ministry of Industry and Trade has completed the amendment and supplement of 9 of 10 documents, and the remaining 1 document is being implemented.

A number of documents issued by the Ministry of Industry and Trade in recent years have received the consensus of enterprises, such as Circular 36/2016 / TT-BCT replacing Circular 07/2012 / TT-BCT on labeling requirements. Quantity for energy-consuming facilities and equipment; Circular No. 23/2016/TT-BCT repealing Circular No. 37/2015 / TT-BCT stipulating limits and checking the content of formaldehyde and aromatic amino acids converted from azo dyes in the textile product, which reduces time, cost, increases the initiative and improves competitiveness for enterprises in the process of import and export.

Although there has been much progress in the revision of documents related to specialized inspections, the Deputy Director General of Vietnam Customs, Mr. Nguyen Cong Binh said during the working session between the Deputy Minister of Finance, Mrs. Vu Thi Mai and the Ministry of Industry and Trade recently said that there were still many issues that the Ministry of Industry and Trade needed to study-specific measures to implement solutions. In fact, the Ministry of Industry and Trade has issued the list of imported products subject to the quality control, technical regulations, food safety before Customs clearance under the management of Ministry of Industry and Trade (Decision 3648 / QD-BCT). However, the General Department of Vietnam Customs still recommended the Ministry of Industry and Trade continue to coordinate with Ministry of Agriculture and Rural Development, the Ministry of Health to review the list of goods subject to food safety inspections at the Customs clearance stage to narrow the list, and increase the Customs post-clearance audits.

As for minimum energy efficiency requirements, the Deputy Director General of Vietnam Customs said that according to Decision 78/2013 / QD-TTg and Decision 04/2017 / QD-TTg of the Prime Minister, the inspection was implemented before Customs clearance. However, many of the energy efficiency testing equipment must be installed at least as a test run, thus extending the clearance time. Therefore, "we propose to amend the minimum energy efficiency inspection regulations to be implemented after Customs clearance," the Deputy Director General of Vietnam Customs said. "The Ministry of Industry and Trade appointed more inspection organizations to check the minimum energy efficiency so that Customs agencies can guide businesses to execute faster. The northern, central and southern regions are not clear and few businesses are aware of where the test leads to the status of transporting samples".

The General Department of Vietnam Customs also proposed to transfer the specialized inspection method under each lot management to risk management based on the assessment of the level of risk of imports and exports and the level of legal compliance of enterprises to apply the regime, increased recognition of mutual results, recognition of products originating from developed countries such as G7, and the US; products of the famous brands in the world; and strengthened the application of the National Single Window mechanism in the submission and certification of results.

Need to report if problems are controversial

As for the recommendations of the General Department of Vietnam Customs, the Ministry of Industry and Trade agreed with the view of the Ministry of Finance to reduce inspections in the stages of Customs post-clearance audits. For example, the amendment to Decision 78 is being implemented as mentioned above. However, the issue of minimum energy efficiency, according to the Ministry of Industry and Trade, is having much difficulty.

A representative of the General Department of Energy (under the Ministry of Industry and Trade) said that according to Decision 78, the minimum energy efficiency test was under the jurisdiction of the Ministry of Science and Technology. However, up to now, the Ministry of Science and Technology has had no legal documents guiding the inspection of the minimum energy efficiency level, which has led to a number of bottlenecks in the management of minimum energy efficiency among the Ministry of Science and Technology, the Ministry of Industry and Trade and the General Department of Vietnam Customs. The Ministry of Industry and Trade also sends a document to the Ministry of Science and Technology in studying the development of separate legal documents to implement this issue. As for the appointment of more laboratories, according to the Ministry of Industry and Trade, this procedure is not difficult and will be implemented immediately.

With feedback from the Ministry of Industry and Trade, the Deputy Minister of Finance, Mrs. Vu Thi Mai asked what issues could be quickly implemented by the Ministry of Industry and Trade for implementing units with the expectation of "start time and end time". As for issues which need to be corrected, but through the process of assessment, they should not be corrected, the Ministry of Industry and Trade should also report to the Steering Committee.
