The quality of products and goods in the list of group 2 products and goods as enclosed to this Circular shall be managed according to relevant national technical regulations and the Circular No. 48/2011/TT-BCT dated 30 December 2011 by Minister of Industry and Trade on quality management for group 2 products and goods within authority of the Ministry of Industry and Trade
The quality of group 2 products and goods to which no national technical regulation exists shall be managed according to national standards or equivalent technical norms as defined in Column 3 in the Appendix of this Circular
Specialist management shall be governed by documents in Column 5 in the Appendix of this Circular.

The imported goods being the subjects of state inspection of quality only receive customs clearance after an inspecting agency issue a notification of the satisfactory result of the state inspection of imported goods quality.
[Note: This measure is applicable for the list of potentially dangerous goods to be imported to Vietnam]

Requirements for importing fertilizers
1. Fertilizers may be imported when all of the following requirements are satisfied:
a) A Certificate of Business registration, Certificate of investment, or Certificate of Business registration that includes fertilizer manufacture is issued by a competent authority.
b) The imported consignment has a certificate of conformity issued by an appointed certification body;
c) The labels of imported fertilizers are conformable with the laws on goods labels and the laws on goods quality; the imported fertilizers are safe for the environment. |
Certificate of conformity must be submitted during doing customs clearance. |

Requirements for exporting fertilizers |

Any entity that manufactures, sells fertilizers, and any entity that engages in activities related fertilizers may export fertilizers when all of the following requirements are satisfied:
a) A Certificate of Business registration, Certificate of investment, or Certificate of Business registration that includes fertilizer manufacture is issued by a competent authority.
b) Corresponding National Technical Regulations are complied with throughout the manufacturing process or quality control systems are established in order to ensure the quality of the products meant for export;
c) Exported fertilizers are conformable with regulations of the importing countries, contracts, international treaties, and mutual recognition agreements with regard to conformity assessments with relevant countries and territories. |
The Minister of Industry and Trade shall specify the documents must be presented to the customs by fertilizer exporters to complete the procedure for exporting inorganic fertilizers; the Minister of Agriculture and Rural development shall specify the documents must be presented to the customs by fertilizer exporters to complete the procedure for exporting organic fertilizers and other fertilizers. |
