VCN- According to statistics of Hanoi Customs, there are 35 out of 36 warehouses and customs clearance sites managed by this unit which does not meet the conditions of one or a number of operating conditions under Decree 68/2016 / ND-CP regulating the conditions of duty-free goods, warehouses, and yards, places for Customs clearance, customs gathering, inspections, and supervision.
The conditions that enterprises do not meet as follows: Location, area, software for goods management network directly with the Customs authorities, and the ability to store camera images at least 12 months.
Of which, there are 6 locations, warehouses which do not meet the conditions of location; 10 locations, warehouses which do not meet the area conditions; 35 locations, warehouses and yards which do not meet the conditions of the goods management software linked to the Customs office; 16 locations, warehouses which have not met the conditions for the ability to store camera images at least 12 months.
The reason why these warehouses and locations do not meet the conditions stipulated in Decree 68/2016 / ND-CP is that these warehouses were established and operated before Decree 68/2016 / ND-CP came into force.
In comparison with the new conditions, most locations, warehouses do not meet one or a few conditions.
Regarding the requirements of goods management software networked directly with Customs, businesses are still in the process of surveying, renting trial software, evaluating to connect to the database of Customs.
In addition, Decree No. 68/2016 / ND-CP required CCTV system to have all locations of warehouses, locations, 24/24 hours, store at least 12 months and connected directly to the camera. To meet this requirement, it requires a large storage capacity, high investment, affecting the financial planning of enterprises, especially for large warehouses and places such as warehouses. , centralized inspection location.
Through audit, review, warehouses, places such as ICDs, warehouses, the they still meet the conditions of Customs inspections and supervision. Therefore, the Customs Department of Hanoi proposed that the General Department of Customs continued to allow the warehouse, these places to continue to operate or change the type according to the roadmap in accordance with Decree 68/2016 / ND-CP.
Besides, the Hanoi Customs Department also requested the General Department of Vietnam Customs to make full and detailed statistics on the number of warehouses and yards which do not meet the conditions stipulated in Decree 68/2016 / ND-CP, assessing the actual situation of the causes to propose to the leaders at all levels the time limit for each group of warehouses or places, or to apply them based on each circumstance.
