Vietnam Private Sector Forum: 65% of enterprises wish a Government in action

VCN- On the morning of July 31, 2017, the Vietnam Young Entrepreneurs' Association (VYEA) and the Mekong Business Initiative established by the Asian Development Bank (ADB) held Vietnam Private Sector Forum 2017 – the second plenary session entitled "Private Sector Action Program in light of the Central Committee Resolution 5" chaired by Prime Minister Nguyen Xuan Phuc.

According to the Forum’s organization Board, the second plenary session of VPSF was attended by more than international organizations which are embassies, trade representative agencies and nearly 1,000 delegates who are domestic and foreign economic experts, representatives of business associations and sectors, CEOs and leaders of Vietnamese enterprises and FDI enterprises.

This VPSF chose a common theme ("Private Sector Action Program in light of Central Party Resolution 5") and 3 sectoral themes (digital economy, agriculture, and tourism) to conduct a dialogue between the private sector and the Government together with representatives from ministries, sectors and localities.

It is acknowledged that during the past 1 year, nearly 100 group meetings, seminars and preliminary workshops at grassroots level between enterprises and enterprises and experts and more than 20 meetings between enterprises and representatives of ministries and sectors were deployed by the Forum’s working groups and Secretariat.

Action program of the private sector from Central Committee Resolution 5 is a theme to synthesize discussion and conduct dialogue on practical issues so that the Resolution 5 can be applied feasibly and effectively in practice, promoting the commitment, effort and consensus of the private sector to win the country's economic development goals set out.

Sharing feedback of enterprises on this Resolution, Mr. Truong Gia Binh, President of FPT Corporation, said that the private enterprises were excited because they saw that the Party had a private resolution and paid attention to them, which was a great encouragement.

Mr. Tran Anh Vuong, Vice Chairman of VYEA, director of VPFS Forum 2017 organization board, said that this is the second time that the Private Economic Forum was held and took place in the important time right after the issue of the Party Central Committee's Resolution 05 that emphasized the role of the private sector as an important engine of the economy. We found that we need more commitments, relationships, and specific action programs. This forum would share and discuss the specific action programs of private enterprises after the issue of Resolution 05.

A representative of the MBI project, co-founder of VPSF, Mr. Dominic Mellor, an economist of ADB expressed: "For dialogue between government and enterprises to be effective, there should be a story of implementation of policies which have not been effective. We will continue to accompany with the Forum to build dialogue activities and hope that the forum will become a dialogue channel not only for a few years but also for annual and long-term activities"

Three sectoral themes were selected for dialogue at this forum are Digital Economy, Tourism and Agriculture. These are also the three key sectors identified by the Government in the socio-economic development strategy until 2030.

Mr. Le Vinh Son, Vice Chairman of VYEA, shared: "Firstly, these are sectors which the private sector is particularly concerned, aware of market opportunities and potential of Vietnam and wishes to join investment and development. At the same time, we are also delighted that the Government identifies three sectors as national key economic sectors. This is very significant because the Government and enterprises have the same vision, the same goal to pursue and if there is another more qualified Action Program, we are confident that the economy will have many positive changes. "

At the beginning of the forum, the opinion poll of enterprise’s desire, 65% of enterprises at the forum said that what they most want now is a Government in action. This rate is much higher than the rate for the Government of integrity and facilitation.

Also in the framework of VPSF 2017, This is the first time VPSF – VYEA successfully implemented and published the survey of CEO Confidence Index - CEO.CI, under the technical assistance of the ADB. The results of the CEO.CI will be one of the important basis of public-private dialogue at VPSF 2017 as well as the basis for the statements, recommendations, and views of the Vietnam’s private sector to the VPSF White Book which will be launched at the end of this year.
