The Import of Plant Varieties under NSW: Businesses look forward to more training

However, there are shortcomings to overcome.

More confidence

Since being trained, Thai Binh Seed Corporation has twice implemented the procedures of “Granting a license for importing the plant varieties without a name in the list of plant varieties which are permitted for production and business in Vietnam ". According to NSW, Nguyen Thi Thanh Huyen, a staff of the Corporation said to the reporters of the customs press that it is the first time that the company applied NSW in August of 2016. Most recently, in early July of 2017, the company applied the second time. Both of the two times, the Corporation imports corn from China for testing. In July, the number of import is about 400kg. From applying to the file until the company is licensed import about 3 weeks.

The company is headquartered in Thai Binh, the file was made of paper before, each time and the staff deployment is quite hard to apply for a license to import plant seeds. The employees must depart early from Thai Binh to Hanoi to submit applications to the Department of Crop Production (Ministry of rural and agricultural development -MARD). At times, in the morning work was not completed, the staff had to wait until the afternoon then back to Thai Binh. “Currently, NSW has overcome most of the troubles. The declaration of files is quite quick and convenient, "Huyen said.

Around this issue, the representatives of some companies located distant from Hanoi said that when making the paperwork, the concern of businesses that the wrong filing will have to receive for repair and finishing. Under such circumstances, the enterprises have two ways of implementing, the first one is to receive the express delivered from the Department of Crop Production and the second one the staff directly comes to the Department of Crop Farming to receive the records. Both of the two ways, they make enterprises spend more time and effort. Applying NSW helps businesses overcome these worries. In addition, the fear of limiting the maximum of the file size of 2Mb when declaring on the National single window mechanism made many businesses "a headache", thus, this problem has been removed so far, making enterprises more confident when applying NSW.

The passive businesses

The benefits from the NSW application are quite obvious, but in fact, there are still many shortcomings. According to the refection of the most enterprises, the total of the time for handling and licensing is still slow, it is not really to make a breakthrough difference compared to paper records. In addition, the enterprises have not totally been active to implement the NSW procedures.

The justification for this, some enterprises provide the evidence; although enterprises have submitted the entire dossier through the National single window Portal, the businesses are still worried about how the records of enterprises are solved. Even, in some cases, the records were submitted by some companies after a week without the feedback from regulatory authorities. The company was so anxious that the employees of the company called to receive feedback that the dossier has been reviewed and there are errors needing to be corrected. During the process of waiting for licensing, the employees had to repeatedly call back to ask for progress. This is not really like the original manner of NSW that enterprises fully monitor the status of records, just waiting for the transferred license information to the customs office to resolve the procedure.

Relating to the shortcomings when applying the NSW, Le Danh Phuc, the Export-Import Chamber, Thanh Hoa Seed Joint Stock Company said that according to the regulations, from April 1 of 2016, the above-mentioned plants are fully implemented through the National single window Portal system, not receiving the paper dossier. When there is demand for import, the enterprises must apply NSW. However, it is worth noting that the businesses have never been trained in implementing this procedure under NSW. Therefore, the enterprises must learn by themselves and encountered many difficulties in practice. Even entering the information to declare the original file, the company also feels complicated. "Thanh Hoa Seed Company normally imports new rice varieties from China for testing. Usually, about 2-3 years, new varieties once are imported. Therefore, the frequency of applying for import license is not much. However, as a general rule, enterprises will always comply fully. The company would like the management agency to organize more training for enterprises that need to carry out procedures have never been trained before. If possible, the businesses also expect a fixed focal point to support the enterprises directly when the problem occurs, "Phuc said.
