Guiding declaration of number of B/L for automatic management and supervision of goods

VCN- On 15th August 2017, the Ministry of Finance issued Decision 1593/QD-BTC guiding pilot declaration of number of B/L on import-export e-Customs declaration for automatic management and supervision of goods at Hai Phong port.

                   Import and export goods in Hai Phong port.            

Accordingly, for import e-Customs declaration, Customs declarant shall declare criteria in import e-Customs declaration under provisions in Appendix II of Circular 38/2015/TT-BTC, particularly, the criteria 1.26 “Number of B/L” uses combination “date and number of B/L” to declare on the principle of consecutive declarations ("date of B/L " before " number of B/L") and information which is entered without space or special characters like“*, #, @, /”.

For export e-Customs declaration, declarant shall declare criteria in export e-Customs declaration under provisions in Appendix II of Circular 38/2015/TT-BTC, particularly, the criteria 2.24 “Number of B/L” is declared as follow:

Before transporting goods into port or at the time of registration of export declaration, declarant shall get export management number for the shipment through Customs declaration system or Online Public Service (http://pus.customs.gov.vn ). After getting export management number,  declarant shall use this number to declare to the criteria 2.24-“B/L number” on export e-Customs declaration.

The pilot will be applied to all import-export declaration in exit border gates (place of loading in export declaration) or entry border gates (place of discharge in import declaration), which are managed by Hai Phong Customs Department.

According to Ministry of Finance’ Decision, the time for pilot implementation from 15th August 2017 to the time of revised Circular 38/2015/TT-BTC takes effect.

On 15th August 2017, the General Department of Vietnam Customs issued Official Letter 5403/TCHQ-GSQL sending to business community and local Customs departments to announce the implementation of Decision 1593/QD-BTC of the Ministry of Finance.

Concurrently, the General Department of Vietnam Customs requested that in the implementation, if arising obstacles, units need to report in a timely fashion to it for guidance.
