This Circular provides for contents and procedures for inspection of food safety and quality of imported salt under the state management of the Ministry of Agriculture and Rural Development.

The import of salt in the following cases is not regulated by this Circular but is conducted in conformity with applicable regulations:

a) Salt products in transit, merchanting trade or transshipment, temporarily imported for business, imported to bonded warehouses or temporarily imported for sale at duty-free shops.

b) Salt products imported to serve the production of goods for export or internal processing of foreign traders.

c) Salt products carried by persons arriving Vietnam for personal use or as gifts or presents within the duty-free allowance.

d) Salt products being test or research samples which are imported in a quantity conformable with testing or research purposes and certification of importers.

dd) Salt products imported for display at exhibitions or fairs; pure agents (Pa) used as reagents in chemical analysis; cosmetic salt and salt used in ornamental fish breeding.
