Facilitate export seafood as much as possible

2 cases are required for quarantine certificate

Recently, the Vietnamese Association of Seafood Exporters and Producers (VASEP) said that from January 2018 to date, the Association has received the reflection of some member companies that the shipment of seafood for export must have a new quarantine certificate to implement Customs clearance. The Customs Branch of Tan Son Nhat International Airport has been requesting seafood lots for export through Tan Son Nhat International Airport to obtain a new quarantine certificate for export clearance.

At the Customs Branch of the Tan Son Nhat International Airport, a number of regular seafood exporters said that according to current regulations, a quarantine certificate was enclosed when the importing country or the goods owners had mandatory requirements. In the cases where the countries do not require mandatory procedures and the owner does not require these procedures, the export seafood shipments will not be affected.

According to some seafood processing companies at Tan Son Nhat International Airport, the export of aquatic products needs quarantine certificates, based on the export market and requirements. This is the regulation of the specialized inspection agency, and the Customs office is the enforcement unit in accordance with current regulations.

Previously, the Department of Agro-Forestry-Fisheries Quality Management issued Official Letter No. 442 / QLCL-CL1 dated 20 March 2014 announcing 7 markets that require Quarantine Certificates. However, this official Letter is based on the Ordinance on Animal Health 2003 and Circular 06/2010/TT-BNNPTNT dated 2 February 2010 of the Ministry of Agriculture and Rural Development regulating the order and procedures for quarantine of fishery products.

Both of these documents have now expired and are replaced by the Veterinary Law 2015 and Circular No. 26/2016 / TT-BNNPTNT dated 30 June 2016 of the Ministry of Agriculture and Rural Development. In Clause 2 of Article 53, the Veterinary Law 2015 stipulates: "Animals and aquatic animal products on the list of animals and aquatic animal products subject to quarantine at the request of importing country, goods prior to importation, temporarily imported goods for re-export, temporarily exported goods for re-import, goods in bonded warehouses and goods in transit through Vietnamese territory must be quarantined".

According to this regulation, the export seafood lots must be accompanied with quarantine certificates if the importing countries or goods owners have compulsory requirements, and countries with no mandatory requirements and goods owners do not request them. Shipments of seafood for export are not required to have this permit. Therefore, only two cases which include seafood export goods must have enclosed quarantine certificate.

Exported goods are cleared 24 hours per day

Mr. Vo Minh Luan, Tuong Long Logistics Co., Ltd. said that on average, the company opened about 10 Customs clearance procedures every day through Tan Son Nhat International Airport, of which two thirds of them were aquatic products. For the export of aquatic products, not all goods must have a quarantine certificate. According to current regulations, only export seafood lots need to be accompanied by an enclosed quarantine certificate if the importing country or the goods owner has mandatory requirements. In the case where the countries have no mandatory requirements, export seafood shipments do not necessarily need this paper for Customs clearance.

"For most of the exports for the Green Channel - exempted from inspections, except for lots of goods subject to specialized inspection, enterprises have to present paper records for Customs inspection, but procedures are also very fast. The shipment must be delivered early in the morning, or late at night, when the business requirements are resolved immediately", Mr Luan shared.

According to Tan Son Nhat International Airport Customs Branch, Tan Son Nhat International Airport's exports are mainly seafood and fresh fruit, with about 140 export Customs declarations per day. Due to the enterprises’need to export goods, the team leader will arrange public servants for goods for 24 hours per day.

The leaders of the export procedure team also regularly advised enterprises. For the export seafood lots, there is no need for quarantine certificates, enterprises can declare in the notes on the electronic Customs declaration.
