This list of drugs includes: pharmaceutical drugs, pharmaceutical drugs, vaccines and biologicals; Pharmaceutical raw materials and medicines being export pharmaceuticals and cosmetics which have been identified according to the list of import and export goods promulgated together with the Ministry of Finance Circular 65/2017/TT-BTC dated On July 26, 2017, the Minister of Finance promulgated the list of Vietnam's export and import goods.

This Circular is not applicable to traditional medicines and medicinal materials being medicinal herbs, excipients and capsules.

This Circular takes effect on May 21, 2018
