This Decree prescribes the professional qualifications, training and granting of certificates of technical training in fire prevention and fighting and response to incidents in the operation of industrial explosive materials; training and certification of explosive pre-substance safety training; To manage and preserve industrial explosive materials and explosive pre-substances; Procedures for the withdrawal of permits, certificates of management and use of industrial explosives, explosive pre-substances.

This Decree applies to agencies, organizations and individuals involved in the management and operation of industrial explosive materials and explosive pre-substances in Vietnam, takes effect on July 1, 2018.
