This Circular provides for temporary import for re-export; Provision for temporary export, re-import and transiting of goods.

Transit activities in the form of goods transported directly from the exporting country to the importing country without going through the Vietnamese border gates shall not be governed by this Circular.

Transit activities in the form of goods transported from the exporting country to the importing country via Vietnam's border gates, for goods included in Appendices III, IV and V issued together with this Circular shall not be effected through Road border.

This Circular takes effect on September 11, 2017.
