This Circular prescribes the list of industrial explosive materials and explosive pre-substances used for the production of industrial explosive materials; the competence for granting permits and certificates of management and use of industrial explosive materials and explosive pre-substances used for the production of industrial explosive materials; To build, manage, update and exploit databases on industrial explosive materials and explosive pre-substances used in the production of industrial explosives for subjects falling under its State management scope. Merchants; The responsibility of organizations and enterprises to research, produce, trade, transport, use and destroy industrial explosive materials and explosive pre-substances used in the production of industrial explosive materials.

This Circular takes effect as from July 1, 2018.
