Recently, the General Department of Vietnam Customs has sent official letters to Ministry of Health, Ministry of Agriculture and Rural Development, Ministry of Industry and Trade to request them to provide information, such as the list of countries that signed international treaties on mutual recognition in food safety inspection in which Vietnam is a member, as a basis for determining the cases subject to reduced inspection mode; Information on goods, products, organizations and individuals that fully meet the conditions for application of the mode of reduced inspection.
Regarding the inspection registration application under the reduced inspection mode, the General Department of Vietnam Customs has also proposed specifying a number of regulations.
Specifically, Point b Clause 1 Article 18 Decree 15/2018/ND-CP stipulates that 3 notifications on certifying for food meeting requirements on consecutive import under the regular inspection mode, or a valid copy, or the original legalized by a consular of one of the Certificates, including GMP, HACCP, ISO 22000, IFS, BRC, FSSC 22000 or equivalent documents at the submission time.
Similarly, Article 17 provides for cases to be applied by reduced inspection mode including shipments of goods, commodities manufactured in establishments applying one of the quality management systems GMP, HACCP, ISO 22000, IFS, BRC, FSSC 22000 or equivalent.
The General Department of Vietnam Customs said that relevant ministries need to specify those that are valid documents equivalent to certificates of GMP, HACCP, ISO 22000, IFS, BRC, FSSC 22000, or what are the criteria to identify valid documents equivalent to these documents.
In addition, the General Department of Vietnam Customs also suggested ministries specify some points related to the exemption from imported food safety inspection. Article 13 of Decree No.15/2018/ND-CP stipulates the exemption of State inspection on imported food safety (except for food safety warnings), the GDVC has requested them to specify cases that have warnings on food safety, the competent agencies in charge of warnings, and the form of warnings (in writing or basing on database ...) for the Customs units to implement them synchronously. .
