16 commodity groups must carry out procedures at import border gates

Summary

The Draft Decision replacing Decision 15/2017QD-TTg of the Prime Minister on the list of imported goods subject to Customs clearance at the import border gate is currently being widely consulted by the General Department of Vietnam Customs. According to the draft, the list will include 16 commodity groups.

Thus, the new draft reduces a group of goods compared to the current Decision 15/2017 / QD-TTg.

Specifically, a reduced group is the commodity group which affects security and defense. It is expected that this group will be withdrawn from the list due to the fact that the relevant legal documents are strictly managing import licenses (decision of the Prime Minister or the license of Ministry of Industry and Trade).

Thus, the withdrawal of this commodity group out of the list is to help businesses select the Customs Branches which are convenient for import procedures to shorten the clearance time.

Main categories of products are:

Cigarettes, cigars and other tobacco materials for smoking, chewing, sniffing (code: 2401, 2402, 2403);

Alcohol (code: 2204, 2205, 2206, 2207, 2208);

Beer (code: 2203);

Cars of less than 16 seats (code: 8702; 8703);

Two-wheeled or three-wheeled motorcycles with a cylinder capacity of over 125 cm3 (code: 8711.20, 8711.30, 8711.40, 8711.90);

Aircraft and yachts (code: 8802; 8901);

Gasoline of all types (code: 2710.12.11, 2710.12.12, 2710.12.13, 2710.12.14, 2710.12.15, 2710.12.16, 2710.12.20);

Air conditioners of a capacity of 90,000 BTU or less (code: 84.15);

Cards (code: 9504.40.00);

Joss money (code: 4805.91.20; 4823.90.92);

Goods subject to quarantine of animals, aquatic products and plants on the list provided by the Ministry of Agriculture and Rural Development;

Explosives, explosive materials, industrial explosive materials according to the list prescribed by the Ministry of Industry and Trade;

Scraps according to the list prescribed by the Prime Minister;

Goods subject to self-defense, anti-dumping tax and anti-subsidy tax stipulated by the Ministry of Industry and Trade.
