This is one of the solutions which is introduced to assist the local customs departments to effectively implement the GDC’s guidance in Official Letter No. 4202 / TCHQ-PC on management of imported scraps.
“A new function has been set up to provide warnings related to imported scrap shipments,” said a director of the Center for management and operation of Customs IT system (under the Customs IT and Statistics Department).
"Established data fields related to specific types of scraps or general declarations have been guided by the GDC in the Official Letter 4202," – the director added.
Regarding the analysis of information from the manifests to manage imported scraps, the Head of Customs Supervision and Control Division (under Hai Phong Customs Department) Nguyen Quoc Cuong, said that according to the regulation, before the ship arrives at a Vietnamese port the ship owner or shipping agent must declare the manifest, including information on the shipments expected to be carried out for import procedures to Vietnam.
Based on the manifest, if detecting suspicious signs of goods which are not eligible for imports, the customs authority shall give warnings to port operators, ship owners and shipping agents to request the importer to declare the number of Import License and name of those goods.
Accordingly, if the shipment is not eligible for import, it is forced to return to its exporting country and is not permitted to enter Vietnamese seaports. In recent times, in Hai Phong port, some cases have been returned and shipped back to exporting countries.
