Abnormal signs in the list of enterprises which are eligible for scrap imports

Data on results of handling procedures related to the granting of certificates of environmental protection eligibility for the import of scraps as materials for production (for the valid certificates) is updated in the Ministry of Natural Resources and Environment’s Portal. However, many certificates in this list are invalid.

According to the Ministry of Natural Resources and Environment, currently, the data on results of handling procedures related to the granting of certificates of environmental protection eligibility for the import of scraps as materials for production (for the valid certificates) is updated in the Ministry of Natural Resources and Environment’s Portal (www.monre.gov.vn), at "Publicity of results of handling administrative procedures" column.

This list is the key data for the Customs authority to handle procedures related to the scrap imports.

According to the list provided by the Ministry of Natural Resources and Environment, most of certificates are valid from August 2018 to February 2019; some certificates are valid by 2020.

However, some certificates in this list, which were invalid, but they are still updated in the Ministry of Natural Resources and Environment’s portal.

For example, the certificate of environmental protection eligibility for the import of scraps as materials for production were granted for Tung Ho Vietnam Steel Co., Ltd, the date of issue is October 31, 2016, and expiry date is January 21, 2018; Chang Xin Vietnam Co., Ltd, the date of issue is July 20, 2016, the expiry date is July 20, 2018; Thang Long Equipment and Supplies Joint Stock Company, the date of issue is March 24, 2017, the expiry date is July 11, 2018.

In this list, there are enterprises that were granted the certificates of environmental protection eligibility for the import of scraps as materials for production, but their certificates have only the date of issue without the expiry date, specifically, the two certificates of Holcim Vietnam Cement Company Limited with the issuing dates of August 26, 2016 and March 9, 2016 respectively.
