Application for import of ready-mixed polyol HCFC-141b according to Appendix IV (attached to the Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011 of the Minister of Industry and Trade and the Minister of Natural Resources and Environment).

Process Steps

Step 1:

The enterprise shall declare required information on the National Single Window (NSW) Portal and submit the dossier of administrative procedures for certification of registration of import of ready-mixed polyol HCFC-141b on the National Single Window (NSW) Portal.

Step 2:

The National Single Window (NSW) Portal shall receive the information declared by  the Enterprise and send it to the specialized processing system of the Ministry of Natural Resources and Environment.

Step 3:

The specialized processing system of the Ministry of Natural Resources and Environment shall check the adequacy and integrity of declared information, provide feedback of successful reception or errors in the process of reception to the a portal to the National Single Window (NSW) Portal

Step 4:

In case of successful reception of declared information to the specialized processing system, the Department of Meteorology, Hydrology and Climate Change shall check the adequacy and validity of the information, provide feedback of acceptance, refusal or request for revision/addition of declared information to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal

Step 5:

In case where the Ministry of Natural Resources and Environment accepts to grant certification on the Application for import of ready-mixed polyol HCFC-141b (Certification by the Ministry of Natural Resources and Environment including:  the exporting country, the volume and the HS code), the Department of Meteorology, Hydrology and Climate Change shall provide feedback of certifying results on the Application for import of ready-mixed polyol HCFC-141b to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal


In case where the Ministry of Natural Resources and Environment refuses to grant certification on the Application for import of ready-mixed polyol HCFC-141b, the Department of Meteorology, Hydrology and Climate Change shall send a written notice of the Ministry's Refusal of certification to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal

Step 6:

The National Single Window (NSW) Portal shall receive the settlement results of administrative procedures for certification on the Application for import of ready-mixed polyol HCFC-141b from the specialized processing system of the Ministry of Natural Resources and Environment, render the results to the  Enterprise and relevant specialized treatment systems.

Import of ready-mixed polyol HCFC-141b must have import quotaLicensing RequirementMinistry of Natural Resource and Environment HCFCs belonging to Appendix I to this Circular shall be managed with import quotas according to the phase-out roadmap provided in the Protocol and the bilateral agreements on provision of financial assistance for HCFC phase-out between Vietnam and the Multilateral Fund for the Implementation of the Protocol.The import, export and temporary import for re-export of HCFCs belonging to Appendix I and the import of HCFC-141b pre-blended polyol shall be managed on the following principles: a/ Traders that import or export ozone layer-depleting substances shall register with the Ministry of Natural Resources and Environment and obtain the Ministry's certification thereof. The Ministry of Natural Resources and Environment shall certify the volume of HCFCs registered for import by a trader based on the import quotas for HCFCs provided in Article 3 and the average volume of HCFCs actually imported by that trader in three (3) consecutive years preceding the year of import registration by the trader. b/ The import of HCFCs belonging to Appendix I complies with import licenses granted by the Ministry of Industry and Trade on the basis of import registration certifications of the Ministry of Natural Resources and Environment. c/ The temporary import for re-export of HCFCs belonging to Appendix I complies with licenses granted by the Ministry of Industry and Trade. d/ The import of HCFC-141b pre-blended polyol and the export of HCFCs belonging to Appendix I must be based on traders' registrations certified by the Ministry of Natural Resources and Environment.Joint Circular 47/2011/TTLT-BCT-BTNMT Management of the import, export and temporary import for re-export of ozone layer-depleting substances according to the Montreal Protocol on Substances that Deplete the Ozone Layer31-12-9999Good
