Legal basis of the Procedure                   
  • Customs Law 54/2014/QH13 dated June 23, 2014.
  • Decree No. 73-CP dated July, 30, 1994 of the Government on detailed regulations on the implementation of the Ordinance on the privileges and immunities of diplomatic representations, foreign consulates, and representative offices of international organizations in Vietnam.
  • Decision 53/2013/QD-TTg dated September 13, 2013, on temporary import, re-export, destruction and transfer of automobiles and motorbikes of entities eligible for privileges and immunities in Vietnam.
  • Circular 19/2014/TT-BTC dated February 11, 2014 of the Ministry of Finance  prescribing procedures for temporary import, re-export, destruction and transfer of automobiles and motorbikes  of subjects entitled to privileges and immunities in Vietnam.
  • Decision 601/QD-BTC dated March 26, 2014 of the Ministry of Finance on correcting a number of Articles of the Circular No. 19/2014/TT-BTC dated February 11, 2014.

Application for vehicle transfer permit (applied to organizations)

  • Application for vehicle transfer permit
  •  Identity card granted by the Ministry of Foreign Affairs 
  • A document of the Ministry of Foreign Affairs (General Department of State Protocol or the provincial-level Foreign Affairs Department of the locality where the Consular Office is located) on the vehicle transfer
  • A letter of authorization for the employing agency to carry out vehicle transfer procedures

Process Steps
Step 1
Submit the application for grant of import permit
The subject entitled to immunities and privileges in Vietnam shall prepare a set of dossier and submit it to the Customs Authority
Step 2
Receive the dossier of papers, take required steps and make relevant decisions.
The Customs Authority shall receive and examine the completeness and validity of the dossier and check the transfer conditions and, if such conditions are satisfied, to make dossier receipt, issue a written to the applicant and grant the transfer permit to the applicant within 05 working days from the date of dossier receipt.
Step 3
Grant the transfer permit
The Customs Authority shall grant the transfer permit to the applicant: a set of transfer permit shall comprise  03 copies (according to the  Form No. 02: G/2014/CN-OTO-NG), showing the name of the agency and address (for vehicles of agencies); and full name and address (for vehicles of individuals) of the transferor and transferee; serial number and date of the temporary import permit and declaration, brand, model, year of manufacture, country of manufacture, paint color, frame number, engine number, cylinder capacity and state of the vehicle.
Step 4
After granting a vehicle transfer permit, the Customs Authority shall hand to the applicant 2 copies of the permit, of which one shall be kept by the subject or person entitled to immunities and privileges in Vietnam and the other handed to the transferee for carrying out transfer procedures.
Step 5
The Customs Authority update information on the management software system of the General Department of Customs, for automobiles and motorbikes temporarily imported by persons entitled to diplomatic privileges and immunities.
