Official Letter 5943/BTNMT-TCMT dated 26/10/2018 of the Ministry of Natural Resources and Environment guiding the implementation of Circular 08/2018/TT_BTNMT and Circular 09/2018/TT-BTNMT promulgating technical regulations National environment for imported scrap as raw materials for production.

Accordingly, the Ministry of Natural Resources and Environment guides the DoNREs to inspect the quality of imported scrap in three steps:

Step 1: To receive and check the completeness and validity of dossiers of registration for quality inspection of imported scraps.

The Department of Natural Resources and Environment received and checked the validity and completeness of the dossiers of registration for quality inspection of imported scraps; State registration of quality of imported scrap materials; Contracts on the purchase and sale of discarded materials together with the list of imported discarded materials (copies); list of scrap imported under the contract; Quality inspection papers for imported scrap scraps; bill; bill of lading; Declaration of imported scrap; photo or description of imported scrap; Confirmation of satisfaction of environmental protection conditions in the import of discarded materials as production materials (copies); Confirmation of deposit for scrap of imported materials for scrap of goods registered for state inspection.

The receipt and return of state inspection of imported scrap quality shall be effected through the direct receipt of dossiers, post offices or electronic mail boxes belonging to the electronic information system of the People's Committees of the provinces / cities under central.

In cases where the importers register for quality inspection on the national gateway, they shall register for inspection and return results of quality inspection through the national gateway of the national door.

Step 2: Organizing the actual inspection and examination, sampling (for cases where sampling is required).

After receiving written notices from organizations or individuals that register for inspection of the inspection and sampling places, the provincial / municipal Natural Resources and Environment Department shall assume the prime responsibility for, and coordinate with the customs offices, designated assessment organizations and The concerned agencies shall organize the inspection and sampling for assessing the quality of import goods scrap lots according to regulations.

Step 3: Determination of organizations and individuals that have registered for quality inspection of imported discarded materials on the registration forms of the importing organizations or individuals and notify the results of state inspection of the quality of imported discarded materials. Organizations and individuals registering for inspection.

The Department of Natural Resources and Environment will inspect the contents, including: Checking the conformity of the content of quality inspection of imported consignments of imported scrap compared with the technical requirements of the national technical regulation on the environment. for imported scraps registered for inspection; To check the accuracy and consistency of the dossiers of registration for quality inspection of imported scraps.

When examining the registration dossiers, the following contents must be noted: - Checking the validity of the written certification of satisfaction of environmental protection conditions in the import of discarded materials for use as raw materials for production; The accuracy of the certificate of deposit to ensure that imported discarded materials comply with the Government's regulations on management of waste and scrap; For invoices, bills of lading inspection, HS codes, import ports in accordance with the State examination registration documents and import declaration of scraps.

The results of quality inspection of imported scrap are sent to the General Department of Environment via email: gxnphelieu.qlct@vea.gov.vn or gxnphelieu.qlct@monre.gov.vn and the General Department of Customs (Ministry of Finance). At the same time, the Department of Natural Resources and Environment (DONRE) is responsible for updating the inspection results on the National Single Window
