This Circular provides for:
a) Procedures for collection and payment of fines for administrative violations and remittances due to delayed execution of decisions to sanction administrative violations;
b) Receipts of collection of fines for administrative violations (hereinafter referred to as fine receipts), contents and forms of fine receipts, organization of printing, issuance, management and use of receipts fine;
c) The estimation, management, use and settlement of funding from the state budget ensure the operation of functional forces performing the task of sanctioning administrative violations (hereinafter referred to as forces for short) penalize).
2. The contents, forms and management and use of other fine receipts shall comply with the Finance Ministry's Circular No. 128/2008 / TT-BTC of December 24, 2008, guiding the collection and manage the state budget revenues through the State Treasury (Circular 128/2008/TT-BTC).
This Circular takes effect from December 16, 2013.
The regulations on management and use of funding for agencies and organizations handling administrative violations from revenues sanctioned for administrative violations shall cease to be effective as from the date Decree 81/2013/ND-CP takes effect.
