Allowing car guarantees to be temporarily seized
Recently, the Government has issued Decree 115/2013/ND-CP on management and preservation of material evidences and means of administrative violations temporarily seized and confiscated according to administrative procedures.
Accordingly, means of transport for administrative violations temporarily kept to ensure the execution of sanctioning decisions may be handed to violating individuals for preservation and preservation if they meet 1 of the following two conditions:

- Individuals can present household registration books or temporary residence books or certified by agencies or units to work places;
- Individuals violating the reservation of guarantee money for transport vehicles are temporarily seized.

The guarantee amount must be at least equal to the maximum penalty of the fine bracket prescribed for the violation and will be returned after the individual has completed the sanctioning decision.

Vehicles in violation during the time of being handed over to individuals for preservation and preservation will not be allowed to circulate.

This Decree takes effect on November 18, 2013.
