This Circular prescribes the handling, verification and conclusion of the contents of complaints, promulgation, sending and publicizing decisions on settlement of complaints regarding administrative decisions and administrative acts of state administrative agencies. and for disciplinary decisions on officials and public employees.
Subject of application
1. State administrative agencies, complaint settlers and persons tasked to verify complaints contents of state administrative agencies.
2. Complainants, complainants, agencies, organizations, units and individuals related to the settlement of complaints fall under the competence of heads of state administrative agencies.
The settlement of complaints must ensure accuracy, objectivity, publicity, democracy, promptness and competence, order, procedures and time limits prescribed by law; protect the interests of the State, collectives, legitimate rights and interests of agencies, organizations, units and individuals.
This Circular takes effect from December 16, 2013.
