The goal of the resolution is to improve rankings in the international rankings of the World Bank (World Bank), WEF (World Economic Forum), WIPO (World Intellectual Property Organization), UN (Contact national) on business environment, competitiveness ... to adapt to new production in the industrial revolution 4.0. Strongly improve the business environment, rapidly increasing the number of newly established businesses; reduce the rate of dissolved or suspended enterprises; reduce input costs, opportunity costs, unofficial costs for businesses and people; contributing to the successful implementation of the Government's resolution on socio-economic development. Strive for our business environment and competitiveness under the ASEAN group 4.
 
Raising the ranking of Business-WaistDB (WB) up to 15-20 steps; in 2019 increased 5-7 steps. Upgrade rating Competitiveness-GCI 4.0 (of WEF) increased by 5-10 steps; in 2019 increased by 3-5 grades. The Innovation-GII rating (of WIPO) is 5-7 steps; in 2019 increased from 2-3 grades. Upgrade logistics efficiency rating (of WB) by 5-10 steps. Raising the rating of Tourism Competitiveness (of the WEF) to 10-15 steps; in 2019 increased by 7-10 steps. Raise the ranking of e-Government (UN) to 10-15 steps in 2020.
