Guidance to lodge license in customs dossier

Summary

General Department of Vietnam Customs has instructed provincial Customs Department to implement the inspection for import license in customs dossier for the case of importing medicine, materials for producing medicine without carrying registration paper in Vietnam, except pharmaceuticals under process as stipulated at Point b, Clause 4, Article 92 of Decree 54/2017/ND-CP of the Government

Accordingly, in case the license is issued in the original form and used for importing once when implementing customs procedures, the customs declarant must submit a copy of the permit for importing medicines and materials for producing medicine in the customs dossier and present an original for comparision. Customs officials where conducting the declaration have to mark as: "The enterprise has imported all the number of goods as stated in the license of the declaration number ..." on the original license, sign and seal the customs officials stamp on the recorded content.

In case the license is issued in the original form and used many times, the customs official at the place implementing the first registration for import declaration shall base on the original license under the form of paper which was lodged by customs declarant in order to monitor for differential as stipulated at the Article 28 of Circular 38/2015/TT-BTC are amended and supplemented in the Clause 17, Article 1 of Circular 39/2018/TT-BTC.
