This Circular provides:

1. Dossiers, time limits and agencies granting permits for export and import of a number of goods under the management of the Ministry of Agriculture and Rural Development, including:

a) Export of agricultural plant varieties included in the list of plant varieties banned from export in service of scientific research, international cooperation, fairs, exhibitions and gifts;

b) Importing agricultural plant varieties not yet included in the list of plant varieties permitted for production and trading for research, assay, trial production, international cooperation, model participation in exhibitions and gifts or to implement investment programs and projects (except for plant varieties not yet included in the List of plant varieties permitted for production and trading but recognized by the Ministry of Agriculture and Rural Development as plant varieties. new agricultural cultivation);

c) Importing forest plant varieties not yet included in the list of forest plant varieties permitted for production and trading for research, assay, experimental production, ornamental plants, shade trees, national cooperation. to be a model, to participate in exhibitions, to make gifts or to carry out investment programs and projects (except for cases where plant varieties are not included in the list of forest plant varieties permitted for production and trading but have been recognized by the Ministry of Agriculture and Rural Development as a new forest plant variety;

d) Exporting livestock breeds on the list of livestock breeds banned from export in service of scientific research and other special purposes;

d) Importing sperms and embryos of livestock breeds for the first time into Vietnam; import of livestock breeds not yet on the list of livestock breeds permitted for production and trading for testing, research and other special purposes (except for livestock breeds not yet on the list of permitted livestock breeds) production and business but having test results recognized by specialized management agencies of the Ministry of Agriculture and Rural Development);

e) Importing plant protection drugs according to the provisions of Appendix III issued together with Decree No. 69/2018 / ND-CP of May 15, 2018 of the Government detailing a number of articles of the Management Law Foreign Trade;

g) Importing objects in the list of plant quarantine objects subject to pest risk analysis before importing them into Vietnam according to the provisions of Appendix III issued together with Decree No. 69/2018 / ND -CP on May 15, 2018 of the Government detailing a number of articles of the Foreign Trade Management Law.

This Circular takes effect from January 1, 2019.
