Guidance on Vietnam-Laos Border Trade Agreement
On December 26, 2018, the Ministry of Industry and Trade issued Circular No. 56/2018 / TT-BCT guiding the implementation of a number of articles of the Vietnam-Laos Border Trade Agreement signed on June 27, 2015. Whereby:
- Traders wishing to enjoy preferential policies may submit dossiers of registration of border trading traders to competent agencies (Details of dossiers specified in Article 3 of this Circular);

- A list of traders engaged in border trade activities will be published on the National Single Window Portal;

- Goods of Vietnamese traders operating in Vietnam and named in the above list are entitled to 0% import tax incentives when having S-form C / O of Laos;

- Border residents are allowed to buy, sell and exchange goods across borders and enjoy duty-free quotas according to the provisions of Article 13 of Decree No. 14/2018 / ND-CP and Circular No. 02/2018 / TT-BCT of the Ministry of Industry Love.

Circular 56/2018 / TT-BCT takes effect from February 18, 2019, canceling Circular No. 10/2016 / TT-BCT dated July 1, 2016.
