Legal basis of the Procedure                

• Law No. 19/2012/QH13 dated November 20, 2012 of the National Assembly on Publishing;
• Decree No. 195/2013/ND-CP dated November 21, 2013 of the Government, detailing the implementation of a number of articles and measures for the implementation of the Law on Publishing;
• Circular No. 23/2014/TT-BTTTT providing instructions on the implementation of a number of articles of the Law on publishing and the Decree No. 195/2013/ND-CP detailing some articles and implementation measures of the Law on publishing

• 15 working days from date of reception of sufficient, valid dossier papers

Application for issuing license of import of non-commercial publications

- 03  (three) copies of the List of non-commercial publications for import

Step 1

Agencies and organizations at the central level, foreign agencies and organizations having the working office in Hanoi shall submit the dossier of Application for issuing license of import of non-commercial publications to the Department of Publication, Print and Release - Ministry of Information and Communication.

Step 2

Within 15 working days after receiving the satisfactory application, the  Department of Publication, Print and Release - Ministry of Information and Communication shall issue the License; If the application is rejected, the Department shall reply in writing and clearly state relevant reasons.
