Regulations on C / O exemption under the CPTPP Agreement
The Ministry of Industry and Trade has issued Circular 03/2019 / TT-BCT (effective from March 8, 2019) regulating rules of origin of goods in the Comprehensive Partnership and Trans-Pacific Progress Agreement ( CPTPP).
Accordingly, traders are exempt from certificates of origin (C / O) in the following two cases:
- The customs value of the imported goods lot shall not exceed USD 1,000 or equivalent to the currency of the importing Member State or prescribed by the importing Member State if the value of the voucher exemption value is higher.
- Goods imported by the Member State or not requiring importers to produce C / O.
The C / O is issued by a competent authority and is valid for one year after the date of issue or longer in accordance with the laws of the importing Member State.
Also according to Circular 03/2019, C / O issuers and organizations consider granting C / O form of CPTPP for Vietnamese exported goods before March 8, 2019 to enjoy the prescribed preferential tariffs. of the Agreement and in accordance with the importing Member State
