Circular 23/2014/TT-BTTTT providing instructions on the implementation of a number of articles of the Law on publishing and the Decree No. 195/2013/ND-CP detailing some articles and implementation measures of the Law on publishing

Application for issuance of license of business in publication import

Certified copy or photocopy (producing the original copy for comparison) of one of the following certificates: business registration certificate, enterprise registration certificate, investment certificate consistent with the applicable provisions of law.

Curriculum vitae and a certified copy or photocopy (producing the original copy for comparison) of the family register book or permit of residence granted by Vietnamese competent agencies for the head of the publication import enterprise.

Certified copy of college diploma or higher in publication release or certificate of professional knowledge on the publication release issued by the Ministry of Information and Communication (Department of Publication, Print and Release).

List of staff persons for assessment of book contents

Step 1

The enterprise doing business in publication import shall prepare of dossier set as prescribed by the Law  on Publishing No. 19/2012/QH13 and Decree No. 195/2013/ND-CP;

Step 2

- Within 30 days from the date of receipt of dossier for license, Department of Publication, Print and Release  shall issue the License of business in publication import; If the application is rejected, the Department shall reply in writing and clearly state relevant reasons.

a) Having one of the following certificates: business registration certificate, enterprise registration certificate, investment certificate consistent with the applicable provisions of law;

b) The head of the publication import enterprise must permanently reside in Vietnam and have diploma issued by competent institutions of specialized training or certificate of professional knowledge of publication releasing issued by the Ministry of Information and Communication;

c) Having a pool of staff capable of evaluating book contents in case of business of book import.

d) The degree issued to head of the publication import enterprise by competent professional training institutions shall be university degrees or higher in publication release.

If the head of the publication import enterprise has an university degree or higher in other major, he (she) must obtain the professional training certificate in publication release issued by the Ministry of Information and Communication;

e) In case of business in book import, the import enterprise must have at least 05 (five) staff persons capable of evaluating book contents, particularly:  having an experience of 5 years or more in publishing activities in Vietnam, university degree or higher in foreign language or university degree or higher in other major, provided capable of foreign language suitable to requirements on evaluating imported book contents and obtaining the professional training certificate in publication release issued by the Ministry of Information and Communication.
