Legal basis of the Procedure                

• Law No. 19/2012/QH13 dated November 20, 2012 of the National Assembly on Publishing;

• Decree 195/2013/ND-CP dated November 21, 2013 of the Government, detailing the implementation of a number of articles and measures for the implementation of the Law on Publishing;

• Circular 23/2014/TT-BTTTT providing instructions on the implementation of a number of articles of the Law on publishing and the Decree No. 195/2013/ND-CP detailing some articles and implementation measures of the Law on publishing

Step 1

The Department of Publication, Print and Release shall receive and examine the dossier of Application, and forward the dossier to specialized units.

Step 2

Receive the dossier from the mail & record unit, report to the department's leader for assignment of settlement.

-     If the dossier is inadequate of prescribed papers, the Department shall guide the organization to complete, complement or revise it in the forms of: direct communication, telephone, official document (if any) or notification via the mail & record unit.

-      If the dossier is complete and satisfactory: Consider and approve the issuance of Certificate of registration of the list of publications imported for business purposes

Step 3

Make the notice of results/make records of the dossier

- Domestic and foreign organizations and individuals allowed to import publications into Vietnam in accordance with Vietnamese applicable laws and international agreements in which the Socialist Republic of Vietnam is a signatory.

- Enterprises doing business in publication import (hereafter referred to as importer of publications) with a license of publication import issued by the Ministry of Information and Communication.
