This Circular prescribes import border gates for passenger cars of less than 16 seats.

Cars carrying people under 16 seats can only be imported to Vietnam through seaport border gates: Quang Ninh (Cai Lan), Hai Phong, Da Nang, Ho Chi Minh City, Ba Ria - Vung Tau.

This Circular does not apply to the following cases:

a) Importing, temporarily importing for re-export of subjects entitled to privileges and immunities shall comply with separate regulations of the Government and the Prime Minister;

b) To serve defense and security purposes according to the plans approved by the Prime Minister;

c) Serving special purposes under the Prime Minister's decision;

d) Transit with countries sharing border lines and transitional business.
