Customs records when importing scrap as raw materials for production
This content is mentioned in Official Dispatch 2188 / TCHQ-GSQL on strengthening management solutions, preventing waste import and smuggling, trade frauds in importing scrap.
Accordingly, the customs dossiers carry out the procedures for importing discarded materials as production materials, including:
- Commercial invoice: 01 copy;
- Bill of lading (for shipping by sea): 01 copy;
- Certificate of scrap import deposit: 01 certified copy;
- Entrusted contract (in case of entrusted import): 01 copy;
- Results of the assessment and analysis of the quality of imported scrap specified by the Ministry of Natural Resources and Environment: 01 original copy (submitted after the expertising organization has granted customs clearance).
The customs declarant shall declare the information criteria on the e-customs declaration and send the documents of the customs dossier to the customs office through the e-customs data processing system.
Customs clearance locations: Customs Sub-Departments of import border gates or Customs Sub-Departments where factories and production facilities are located under Clause 2, Article 2 of Decision No. 15/2017 / QD-TTg dated 12/5/2017
