The customs proposes to handle problem in implementing the decree on food safety

The customs proposes to handle problem in implementing the decree on food safety

Recently, the General Department of Vietnam Customs proposed the ministries coordinate in implementing contents.

Specifically, for the application of reduced inspection method, for the Customs to have a basis to identify the consignment and commodity to be applied this method, these ministries need to provide alist of competent agencies and organisations of the importing country to inspect as prescribed at Point a, Clause 1 Article 17 of Decree.

Instructing method, criteria and inspection information to identify commodity and consignment that are produced in establishments applied one of the management systems GMP, HACCP, ISO 22000, IFS, BRC, FSSC 22000 or similar prescribed in Point c, Clause 1 Article 17 Decree.

Providing consignments and commodities of importers announced by 37 State inspection units that they are eligible for application of reduced inspection method.

Implementing procedures for result notification on food safety on the National Single Window Portal for the Customs to check enterprises that are eligible for food safety inspection in three consecutive times under the normal inspection, thereby including them into the reduced inspection method.

For the exemption of self-announcement of products and State inspection for imported food, due to many different opinions related to food safety for imported raw material to produce consumer products in the domestic market, the Ministry of Health and Ministry of Industry and Trade said this food is exempted from self-announcement of products and food safety inspection, meanwhile, the Ministry of Agriculture and Rural Development does not agree with the above opinion. Therefore, the General Department of Customs requests the Ministry of Health to take prime responsibility for formulating Decree No. 15/2018 / ND-CP and the Ministry of Agriculture and Rural Development and Health to give comments for unified implementation.

Regarding food safety inspection for fishery and fishery products, the General Department of Vietnam Customs has proposed the Ministry of Agriculture and Rural Development to inspect food safety for products under its management as prescribed in Decree 15/2018/ND-CP.

For the problem related to food safety inspection for imported mixed condiments and mixed seasonings, the General Department of Customs proposes the Ministry of Agriculture and Rural Development review the List of goods subject to food safety inspection under its management as prescribed inDecree 15/2018 / ND- CP.

In addition, the General Department of Vietnam Customs has also mentioned shortcomings that need to be removed in official letters sent to these ministries.
