Legal basis of the Procedure                

  • Decree No.  32/2012/ND-CP  dated April 12, 2012, on management of the export and import of cultural products for non-commercial purposes. Effective from June 1, 2012

  • Circular No. 07/2012/TT-BVHTTDL dated July 16, 2012 of the Ministry of Culture, Sports and Tourism guiding the Government's Decree No. 32/2012/ND-CP dated April 12, 2012 on management of the export and import of cultural products for non-commercial purposes. Effective from September 1, 2012

  • Decision No. 68/2006/QD-BTC dated December 6, 2006 of the Ministry of Finance, providing for the rates and the collection, remittance, management and use of the charge for content evaluation, and the fees for licensing the import or export, of cultural products. Effective from January 4, 2007

Processing time

Within 02 working days from the date of reception of the adequate and valid dossier

- If it is necessary to obtain consulting opinions from other ministries or branches, the maximum time limit is 10 working days.

20,000 VND (twenty thousand VND)

Copyright certificate; contract; translation of the film's content plot; written authorization; certificate or commitment regarding to lawful ownership with respect to relics and antiques;
The organization/individual importing a film for popularizing as prescribed by law must provide the copyright certificate; contract; and the translation of the film plot.
The organization/individual importing relics and antiques must provide the certificate or commitment of lawful ownership of such relics or antiques.
The organization/individual importing providing services of delivering imported cultural products must provide the written authorization.

 

 

Process Steps

Step 1

The organization/individual importing cultural products shall submit a dossier of Application for licensing via postal service or directly to the Department of Management of Export-Import of Cultural Products - Ministry of Culture, Sports and Tourism

Step 2

The Department of Management of Export-Import of Cultural Products receiving the dossier shall check the dossier's validity, issue a receipt and make an appointment for the permit granting.

Step 3

Within 02 days after receiving the sufficient and valid dossier of application, the Minister of Culture, Sports and Tourism shall grant the License. If it is necessary to obtain consulting opinions from other ministries or branches, the maximum time limit is 10 working days.

Step 4

The applying organization/individual shall receive the License at the Department of Management of Export-Import of Cultural Products or via postal service.
In case of refusal, the Department shall reply in writing and clearly clearly state relevant reasons.
