Reduce the number of items that must go through customs procedures at the import border
This is remarkable content in Decision 23/2019 / QD-TTg on the list of imported goods subject to customs procedures (TTHQ) at the import border gate issued on June 27, 2019.
Accordingly, scrap according to the list prescribed by the Prime Minister is no longer in the list of imported goods subject to customs declaration at the import border gate.

Imported scraps will comply with separate import checkpoint in Circular 01/2019 / TT-BCT of the Ministry of Industry and Trade.

When importing goods, customs declarants may choose to carry out procedures at the import border gate Customs Sub-Department in accordance with Article 4 of this Decision or locations outside the import border gate for cases such as:

- Equipment, machinery and supplies imported to build factories and works are allowed to carry out Customs procedures at the Customs Sub-Departments where the factories, constructions or warehouses are located.

- Goods imported for processing, domestic consumption production, export production and export processing may be made as administrative equipment at:

+ Customs Sub-department where the head office or branch office or production establishment is located;

+ Customs Sub-Department managing processed and manufactured goods under the Customs Department where the production establishment is located or where the import border gate is located.
