Reducing the number of items that must go through customs procedures at the import border gate
This is a remarkable content in Decision 23/2019 / QD-TTg on the list of imported goods to be carried out customs procedures at the border gate issued on June 27, 2019.

Accordingly, scrap according to the list prescribed by the Prime Minister is no longer in the list of imported goods to be used as import goods at import border gates.

Imported waste will comply with separate regulations on import gates in Circular 01/2019 / TT-BCT of the Ministry of Industry and Trade.

When importing goods, the customs declarers may choose to carry out the procedures at the import border-gate Customs Sub-Department under Article 4 of this Decision or the locations outside the border-gate for the following cases:

- Imported equipment, machinery and supplies for construction of factories and works are allowed to create customs procedures at Customs Sub-Departments where factories, works or warehouses of factories or works are located.

- Import goods for processing, domestic consumer production, export and processing production are done in the market:

+ Customs Sub-department where the head office or branch of the branch or production base is located;

+ Customs sub-department that manages processing and production goods is under the Customs Department of the locality where the production establishment is located or where the border gate is imported.
