In addition to the above content, the General Department of Vietnam Customs also instructs the provincial customs departments to handle some difficulties in the process of implementing C/O form D through the ASEAN Single Window.
Specifically, in the case of accepting the paper C/O, the customs officials checked on the system and found the existence of electronic C/O with the same reference number and date of issue as the paper of C/O, customs officials would comply with the guidance at Point 2.2 (step 2-checking the validity of C/O), Clause 1, Section II of Official Letter 78/TCHQ-GSQL of January 5, 2018, of the General Department of Vietnam Customs . When recording and responding to the processing results of the C/O form D, the customs officials would select the processing results: Accepting C/O (enjoy prefferential tariff) or rejecting C/O (not entitled to prefferential tariff) on the basis of processing results of C/O paper.
After selecting the processing results, customs officials would record the processing results of electronic C/O in the "reason" box on the system with the content: electronic C/O reference number, received the paper belonging to import declaration number, date, month, year.
Regarding the adjustment of automatic feedback when receiving information of certificates of origin on the system, from July 2, 2019, the General Department of Vietnam Customs updated the function of automatically responding to the receiving of e-C/O form D into the e-customs data processing system in order to replace the manipulations of customs officials as guided at Point 2.1 (Step 1 - Receiving C/O), Clause 2, Section II of the document No.78/TCHQ-GSQL. Therefore, when checking the e-C/O form D at the e-customs data processing system, customs officials would only comply with the guidance at Point 2.2 (step 2), Clause 2, Section II Dispatch 78/TCHQ-GSQL.
Regarding the recording of the reason for refusal on the e-C/O form D, the General Department of Vietnam Customs instructed that when expressing the reasons for refusal on the certificate of origin, the customs officials should write the contents in English, not in Vietnamese.
By the end of May 15, 2019, the total number of C/Os sent from Vietnam to ASEAN countries were including: 140,331 C/O (of that C/O was sent to Indonesia was 34,900; Malaysia was 35,234; Singapore was 11,917; Thailand was 58,252; Brunei was 28). Total number of C/O received from ASEAN countries to Vietnam: 78,978 C/O (including C/O received from Indonesia: 58,539; Malaysia: 19.902; Singapore: 537).
