Legal basis of the Procedure                

• Joint Circular No. 24/2014/TTLT-BVHTTDL-BCA dated December 30, 2014 of the Minister of Culture, Sports and Tourism and the Minister of Public Security, regulating the management and use of weapons, explosives and supportive tools for display and exhibition in cultural and artistic activities. Effective from March 1, 2015
• Circular No.  30/2012/TT-BCA detail the implementation of some articles of the Ordinance on the management and use of weapons, explosives and supportive tools and Decree No.  25/2012/NĐ-CP dated April 5, 2012 detailing the implementation of some provisions of the Ordinance on the management and use of weapons, explosives and supportive tools. Effective from July 20, 2012
• Circular No. 06/2015/TT-BVHTTDL dated July 8, 2015 of the Minister of Culture, Sports and Tourism on the issuance of the Circular on processes and procedures for reception of dossier of Application for granting permission to bring weapons and supportive tools into or out of Vietnam's territory for display and exhibition in cultural and artistic activities; processes and procedures for permission of deployment of weapons, explosives and supportive tools as artistic properties. Effective from September 1, 2015 

Processing time

Within 05 working days from the reception of sufficient, valid dossier documents, the dossier receiving agency shall consider, send a written request attached to the dossier to the Police Department of Administrative Management of Social Order - Ministry of Public Security for issuance of permits.

Written request for granting permission to bring weapons and supportive tools into or out of Vietnam's territory by competent agencies (in Form 01 attached to the Circular No. 06/2015/TT-BVHTTDL dated July 8, 2015 of the Minister of Culture, Sports and Tourism on the issuance of the Circular on processes and procedures for reception of dossier of Application for granting permission to bring weapons and support tools into or out of Vietnam's territory for display and exhibition in cultural and artistic activities; processes and procedures for permission of deployment of weapons, explosives and support tools as artistic properties).

Letter of introduction/referral

Photocopy of the Decision or Plan of the State competent agency on the permission to bring weapons and supportive tools into or out of Vietnam's territory for display and exhibition.

Step 1

- The organization/individual requesting for granting Permission to bring weapons and support tools into or out of Vietnam's territory for display and exhibition in cultural and artistic activities shall submit a dossier set directly at the Department of Fine Arts, Photography and Exhibition.

Step 2

- Within 05 working days from the reception of sufficient, valid dossier documents, the Department of Fine Arts, Photography and Exhibition shall consider, send a written request attached to the dossier to the Police Department of Administrative Management of Social Order - Ministry of Public Security for issuance of permits.

Step 3

- If the dossier is inadequate of prescribed papers to set up a written request to be sent to the Police Department of Administrative Management of Social Order - Ministry of Public Security for issuance of permits, the dossier receiving agency shall reply in witting and clearly state relevant reasons.
