Modify and supplement item specific rules

On July 22, 2019, the Ministry of Industry and Trade issued Circular 10/2019 / TT-BCT on amending and supplementing Circular No. 22/2016 / TT-BCT dated October 3, 2016 of the Minister of Industry and Trade. the present rules of origin of goods in the ASEAN Trade in Goods Agreement.

Accordingly, amending and supplementing Article 2 of Circular 22/2016 / TT-BCT as follows:

Firstly, nearly 4000 HS codes in Appendix II - Specific rules of goods Circular No. 22/2016 / TT-BCT are specifically annulled: HS code 61.09 - T-shirts, umbrellas and other bras, knitted or crocheted; code 62.05 - Men's or boys' shirts; Code 84.34 - Milking and processing machinery; ...

Secondly, annexing Appendix III - Criteria for basic transformation of textile products in Clause 3, Article 2 of Circular 22/2016 / TT-BCT and replacing with Appendix II of Circular 10/2019 / TT- BCT.

The circular takes effect from September 5, 2019.
