Legal basis of the Procedure                

• Decree No. 36/2009/ND-CP dated April 15, 2009 of the Government on management and use of firecracker and fireworks.

• Circular No. 08/2010/TT-BCA dated February 5, 2010 of the Ministry of Public Security, detailing the implementation of some articles of Decree No. 36/2009/ ND-CP dated April 15, 2009 of the Government on management and use of firecracker and fireworks.

• Circular No. 193/2010/TT-BTC dated December 02, 2010 of the Ministry of Finance, guiding the collection, remittance, management and use of charges for evaluation of security and order conditions; charges for examination and grant of security guard certificates; fees for grant of certificates of registration of specimen seals; fees for grant of permits for taking fireworks into and out of Vietnam; and fees for grant of permits for management of weapons, explosives and supportive tools.

Written official document of the organizing board of international competition of fireworks requesting the permission to bring fireworks, equipment, and accessories of fireworks into Vietnam which specify the number of foreign delegations to participate; category and quantity of fireworks, devices, equipment and accessories to be brought into Vietnam by each delegation; full name and passport number of the representative of each delegation; time schedule and the border-gate through which the fireworks, devices and accessories will be brought into/out of Vietnam;

Photocopy of permission of the Government's Prime Minister to organize the international competition of fireworks;

Decision to set up the organizing board of international competition of fireworks issued by the State competent agencies;

The representative applying for granting permission to bring fireworks, equipment, accessories of fireworks into Vietnam shall present the Letter of Referral and ID Card, and two photos of 4x6cm. 

Step 1

The foreign organization/individual attending international competitions of fireworks held in Vietnam shall submit the dossier at the Police Department of Administrative Management of Social Order during working hours on working days. 

Step 2

The dossier reception staff shall check the validity and completion of the dossier. If the dossier is valid and adequate of prescribed papers/materials, the staff shall accept the dossier and make a Paper of receipt; if the dossier is invalid or inadequate of prescribed papers/materials, he/she shall return the dossier and guide the applicant for supplements and completion.

Step 3

According to the date on the Paper of receipt, the foreign organization/individual attending international competitions of fireworks held in Vietnam shall come to the place of submission to get results on permission to bring fireworks, equipment, and accessories of fireworks into Vietnam.
