On September 11, at the headquarters of Hai Phong Customs Department, the General Department of Vietnam Customs organised a seminar about reviewing the content of a circular amending and supplementing Circular 38 and Circular 39. The seminar would end on September 13.
This seminar was attended by representatives of departments and divisions of the General Department of Vietnam Customs and local customs departments from Ha Tinh and upward.
Speaking at the opening ceremony, Acting Director of Customs Control and Supervision Department (General Department of Vietnam Customs) Au Anh Tuan said: “The development and submission to the Ministry of Finance for promulgation of a circular amending and supplementing Circular 38 and Circular 39 aimed to deal with problems and shortcomings in the process of implementing Circular 38 and Circular 39. At the same time to conform to the new provisions of the relevant legal documents. The most important goal is to ensure facilitating the business community and improving the efficiency of state management of customs.”
“To develop a new circular, the General Department of Vietnam Customs organized and concentrated on consultation meetings to collecting the business communities’ opinions, industry associations such as the Textile Association, Leather and Footwear Association, Steel Association, o that the new content will be issued in accordance with the actual situation,” the Acting Director of the Customs Control and Supervision Department said.
The General Department of Vietnam Customs has organized many seminars and meetings to collect comments from the departments and divisions of the General Department of Vietnam Customs and local customs departments.
The seminar held at Hai Phong Customs Department this time would focus on discussion on three important content groups including: Customs procedures in general; content related to automatic customs supervision at warehouses, yards, ports, centralized goods inspection locations (implementation of the VASSCM System); and content related to tax and tax management field.
Talking more about the development of a new circular amending and supplementing Circular 38 and Circular 39, the representative of Customs Control and Supervision Department – the unit in charge of drafting the circular – added that: “To ensure the content of the revised circular is close to the content, thoroughly solve problems arising during the implementation of Circular 38 and Circular 39, and update new management methods appropriate with the change of international trade trends, the General Department of Vietnam Customs proposed the main groups of issues to be amended and supplemented as follows: Issues on customs procedures; problems related to management of processed goods, export production, export processing enterprises; group of issues related to supervising export and import goods brought into and out of ports, warehouses, yards and locations; and the management group of warehouses, yards and centralized inspection places.
