On December 19, 2019, the Prime Minister issued Decision 35/2019 / QD-TTg on the Regulation on inter-sectoral coordination to manage scrap import activities.
Accordingly, stipulates the principles, purposes, contents, methods and responsibilities in coordination among the ministries: Finance, Natural Resources and Environment, Transport, Public Security, National Defense, Industry and Trade, Foreign Affairs, Science and Technology and People's Committees provincial authorities in managing scrap import activities.
The coordination complies with the following principles:
- Ensure close and effective coordination; assigning specific responsibilities for coordination of ministries and People's Committees in managing scrap import activities.
- Coordination activities must be based on the functions, tasks and powers of the ministries and People's Committees; comply with the provisions of this Regulation and the provisions of law;
Ensuring the satisfaction of job task requirements, timely settlement of arising problems; contribute to raising the effectiveness and efficiency of management of scrap import activities from foreign countries into Vietnam.
- When the issues that need to be dealt with fall under the jurisdiction of which agency, that agency shall assume the prime responsibility and coordinate with other units; When a case arises under the jurisdiction of many management agencies, the agency which handles it first shall assume the prime responsibility for handling.
