Exporting medical masks is only allowed for aid purposes
The Government has just issued Resolution 20 / NQ-CP on the application of export licensing regime for medical masks in the stage of COVID-19 epidemic prevention and control.

Accordingly, only medical masks are permitted for export for the purpose of international aid and assistance provided by the Vietnamese Government (maximum of 25% of output for export, 75% of output for prevention and combat of domestic translation).

The above provision does not apply to export activities of:

- Export processing enterprises have been granted investment certificates;

- Enterprises processing medical masks for foreign traders who have signed processing contracts before March 1, 2020.

The Ministry of Health shall assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and the Ministry of Finance in, issuing dossiers, order and procedures for granting export permits for medical masks in the stage of COVID-19 epidemic prevention and control.
