Baggage with value under 200 USD is exempt from proof of origin

This is a new content issued by the Ministry of Industry and Trade in Circular 11/2020 / TT-BCT on the rules of origin of goods in the Free Trade Agreement between Vietnam and the European Union on June 15. / 2020.

Specifically, goods sent as small personal-to-personal or personal luggage of travelers are considered originating goods without requiring proof of origin of goods, with on the condition that such goods are not imported in a commercial form.

In addition, infrequent imports that only include products for the consignee's personal consumption or his travels or his or her family are not considered imported in the form of commerce.

It should be noted that in order to be exempt from proof of origin, the total value of the above goods must not exceed:

First, 500 EUR for a small parcel or 1,200 EUR for the cargo as part of the personal baggage of the traveler upon entry into the European Union.

Second, 200 USD for the case of small packages and the goods are part of the personal luggage of the traveler when entering Vietnam.

This Circular takes effect from August 1, 2020.
